The
Role of an Engineer Inspector
In early January, a
new set of Traffic Safety Inspections (TSI) was conducted by the Texas
Department of Public Safety (DPS) in Engineer Inspector Woodlands TX. The TSI is a proactive
inspection tool intended to increase driver awareness and assist DPS with
traffic enforcement activities.
For more than a year,
DPS has monitored for Safety Information System (SiS) violations as required by
law and before issuing citations for such violations, the TSI is conducted.
Violations are issued by DPS to anyone who causes traffic accidents that cause
injury or death. Vehicles not meeting DPS' criteria for safety inspections are
also inspected. This is accomplished by a trained DPS Inspector, usually a
specially trained member of DPS' Highway Safety Office.
Each inspection site
is overseen by an Engineer Inspector. Each engineer has specific
responsibilities for the site, typically outlined in a contract, and all
engineers are required to be certified.
All engineering visits
are documented and reported by the engineering staff to the Director of
Engineering, Engineering Division. Engineers can be asked to provide testimony
at hearings conducted by the State Corporation Commission and for DPS.
In addition to
documenting vehicle inspections, the engineer inspector can also confirm any
special engineering requirements, safety records, and provide traffic safety
recommendations for vehicle construction and design. The inspector can also
recommend ways to improve driver training and education and work with the
Department of Transportation (DOT) to make vehicle design and construction
practices better.
Determining compliance
with the Traffic Safety Act is an important aspect of the state's enforcement
efforts. Roadway safety is determined by engineering, program structure, and
technical practice. The six Safety Acts require the departments of
transportation, public utilities, and others to keep their communities safe for
all residents, drivers, and pedestrians.
It is important that
each engineer inspector meet certain standards, including having met at least
one year as an engineering representative in the state. This standard is a
minimum requirement for all engineers in Texas. The Engineer Inspector must
demonstrate that he or she has a passion for safety and is highly committed to
keeping Texas roads safe.
State law requires all
engineers of Texas to become an engineer inspector within two years after
starting their careers in Texas. All engineers who enter the state after
becoming an engineer inspector must complete a three-year apprenticeship
program, and state law requires engineers of all classifications to undergo a
re-examination test within three years of entering the state.
The TSA Inspector
certifies all Texas engineers, no matter how long or short their career has
been. An engineer can work as an engineer inspector within Texas for thirty
days without being certified. A certification only becomes active when an
engineer becomes an engineer inspector of more than twenty-five years in Texas.
An engineer inspector
may work in the public sector or in an engineering firm. Some Texas Engineers
have been employed in government agencies, consulting firms, universities,
hospitals, defense contractors, and private security. Many are retired military
officers and police officers.
There are no specific
educational requirements for an engineer inspector, but most Texas engineers
started their careers working as engineers. Most require a degree from an
accredited college or university. Some engineers obtain a Bachelor of Science
degree in their field from an accredited college or university.
An engineer inspector
can have a wide range of skills and experience. An engineer may have worked as
a traffic safety specialist, as a government employee, or as a consultant to
local, state, or federal agencies. An engineer inspector has also worked as a
safety director, supervisor, or safety officer for large firms or other
organizations.
